About the Department

The City of Everett Permit Services division is responsible for reviewing engineering and architectural plans for proposed private development, issuing the necessary permits, and inspecting construction for code compliance, while providing exceptional customer service to applicants and residents with construction-related inquiries.


Under the direction of the Building Official, the senior plans examiner (architect/engineer), reviews private development permit applications for compliance with the WA State Building Code and manages the building plan review group.  Work involves reviewing complex architectural and engineering designs, specifications and reports.  Responsibilities also include providing supervision and direction to lower-level building plans examiners.  Considerable independence is exercised and work is reviewed based on the accuracy and timeliness of permit turnarounds while maintaining a high volume of output for themself and the workgroup.


  • Review architectural and engineering drawings and plans, specifications, technical reports, and calculations for compliance with the WA State Building Code.
  • Review the work of the building plan review group for accuracy, completeness, and timeliness of their completed reviews.
  • Independently evaluate and apply standards of architecture and engineering to plan reviews, site visits and ongoing projects using exceptional judgement and decision-making skills.
  • Collaborate directly with other leads in the Permit Services Division and other departments.
  • Work closely with and support the Code Enforcement Supervisor and Chief Inspector for code enforcement issues.
  • Represent the building plan review group in meetings with developers, applicants, and other City departments, including job-site meetings.
  • Inspect and evaluate building construction for compliance with the International Property Maintenance Code (IPMC) and WA State Building Code.
  • Write correction letters and permit conditions after conducting thorough plan reviews for code compliance.
  • Provide supervision, support and guidance to building plans examiners.
  • Assist the Building Official in performance reviews and development of individual employees under their direct supervision.
  • Provide exceptional customer service to internal and external customers.
  • Assist the Building Official as the go-to for all building permit and building code related inquiries, complaints, and field-related issues.
  • Required to have extensive knowledge of the WA State Building Code and current construction materials and practices.
  • Perform related work and special projects as assigned.

A combination of education and related experience may substitute for education requirements.

  • Bachelor’s degree in Architecture or Civil Engineering, AND
  • 5 years professional architectural or civil engineering experience; including 2 years of supervisory experience preferred, AND
  • Registration as a licensed Architect or Professional Engineer in the State of Washington.
